Analyzing the effect of the policy easing the economic burden of visiting nursing services for dementia patients

Abstract
The burden of dementia is gradually increasing as the population ages. Dementia patients have a higher proportion of hospitalization or nursing home use than general long-term care service users, adding to the national financial burden and adversely affecting the quality of life. Visiting nursing services are known to improve long-term care service users' medical accessibility in home environments, thereby delaying health deterioration and reducing admission to long-term care hospitals or nursing facilities. In July 2018, a policy was implemented for dementia recipients reducing the financial burden when utilizing visiting nursing services. In this study, it was intended to examine whether the implementation of the policy lead to the increase in the use of visiting nursing care in dementia patients and the decrease in admission to long-term care institutions. As a result of conducting a difference-in-difference analysis using customized data from the National Health Insurance Service, the policy to ease the economic burden of visiting nursing services for new dementia recipients showed statistically significant effects on increasing use of visiting nursing services and reducing admission to long-term care institutions. Based on these results, this study intends to provide implications for long-term care policies in Korea.
